Answer: Yes, it can.
While many qualification vendors rely solely on caffeine for wavelength accuracy—typically at 205 nm and 273 nm—holmium oxide remains the standard for the 241–641 nm range and is directly traceable to NIST standards. That said, there's no reason you can't also use caffeine to verify UV wavelength accuracy if desired.
The L3 Linearity Solution offers a convenient mid-range absorbance level that is well-suited for most UV-Vis detectors. You’re also free to use a different concentration, as long as it provides an appropriate absorbance response. Although the reference solution is typically the mobile phase, using water instead would result in minimal difference.
